Biographical Information
Rep. James “Jim” Skelly resigned June 28, 1976 to run for a seat in District 28 and he was replaced by Jacque Steiner who was appointed July 6, 1976 as Representative for District 25. Since the regular session and special session had ended, Rep. Steiner does not appear to have participated in any legislative sessions during the 32nd Legislature. (Journal of the House of Representatives, 32nd Legislature, 1976, pp. 955, 1056).
According to her obituary, Connie Cone Sexton. "Jacque Steiner, Advocate for Children, Dies Phoenix Resident Devoted Time to Legislature, Scouts." The Arizona Republic, Aug. 21, 2003, p. B 4:
..."I haven't known anyone in my lifetime with such an incredible commitment of improving the lives of abused and vulnerable children," said Carol Kamin, executive director of the Children's Action Alliance in Phoenix. Steiner had served as the organization's president for the past three years....
Tamara Woodbury, executive director of the Arizona Cactus-Pine Girl Scout Council where Steiner had been president until April, praised her as an extraordinary leader. She said Steiner was able to unify the council, which encompasses most of the state.
"We had about 9,200 volunteers. Jacque compelled people to bring their best in programs that serve girls of all circumstances."
Steiner, a Republican, served in the state House of Representatives from 1976 to 1980 representing District 25 in central Phoenix. She moved on to the state Senate from 1981 to 1990. She focused on the issues of welfare reform on neglected and abused children, juvenile justice reform and foster care....
