A Joint Memorial
Requesting the appointment of Wirt G. Bowman as Ambassador to the Republic of Mexico.
To the President and the Senate of the United States of America:
Your memorialist respectfully represents:
It has come to the attention of this body that the Honorable Josephus Daniels, who has served faithfully for eight arduous years as the Ambassador of the United States of America to the Republic of Mexico, may soon wish to retire.
In the present state of troubled world affairs, and in view of the praiseworthy efforts of the government of the United States to achieve closer cooperation with Latin American nations, which policy should not be jeopardized at this time, it is imperative that a person of extraordinary qualifications be selected as a successor to Mr. Daniels.
It is the belief of your memorialist, and of all who know him, that Wirt G. Bowman, of Arizona, is exceptionally well qualified to serve his country as its Ambassador to the Republic of Mexico.
Mr. Bowman has a long and honorable background of experience in state and national affairs, extending as far back as 1904. In filling responsible positions in both government and party, he has repeatedly demonstrated an unexcelled ability to promote harmony and to serve with unswerving loyalty.
Even more important, Mr. Bowman has a knowledge of and friendship for the Mexican nation and the Mexican people equaled by few, if any, Americans. Long a resident of a border community, he is personally acquainted with and admired by countless Mexican citizens and officials, and was a personal friend and counselor of at least three Presidents of the Republic of Mexico. He speaks and writes Spanish fluently. In addition, he is a firm champion of the foreign policy of this nation, particularly as it touches Latin-American relations.
Wherefore your memorialist, the Legislature of the State of Arizona, urgently requests:
That, if and when the Honorable Josephus Daniels retires, Wirt G. Bowman be nominated by the President, and confirmed by the Senate, of the United States of America, as this nation's Ambassador to the Republic of Mexico.

TUCSON, April 21 (AP) - Funeral services for Wirt G. Bowman, business and political leader of the state who died yesterday will be held at the Elks home in Nogales at 4 p.m.
The body will lie in state in a Tucson funeral home Thursday night and at the Nogales Episcopal church Friday from 9 a.m., to 3 p.m.
Bowman, 75, who came to Nogales in 1894, was Arizona's Democratic national committeeman in the years from 1932 to 1949 and held other high political posts.
He was a member of the present Arizona Racing Commission and held interests in business and ranches in the state....
