Biographical Information
A recipient of a heart transplant himself, when state funding was cut for transplants for some Arizona Health Care Cost Containment System patients, the Honorable Leo Corbet became an advocate of finding a way to use lottery funds to assist transplant patients:

Leo Corbet served in the Arizona Legislature for 20 years. He was president of the Senate and the 1982 Republican gubernatorial candidate. (He lost to Bruce Babbitt.)
In all his years in politics, Corbet was never once described as a "bleeding heart."
In fact, 10 years ago he jokingly told a reporter, "I'm a lawyer; people said I didn't have a heart to begin with."
