John A. Greene

John Greene earned his Bachelor of Arts degree in Political Science from Hunter College of the City University of New York and his Juris Doctor degree from St. John’s University, School of Law.  He was the Research Editor of the St. John’s Law Review. John also earned a Master of Laws degree (LL.M.) in taxation, from New York University, School of Law.  John is admitted to practice law in New York, Arizona and various federal courts, including U.S. Tax Court.

John Greene has been a practicing attorney for over 35 years in the areas of federal, state and local taxation (including tax controversies); administrative law; regulatory compliance; finance; general business law (including formations, mergers and acquisitions); insurance; commercial transactions (including commercial real estate) litigation and government affairs.

In addition to his many years in private practice, John served as chief tax counsel to The Greyhound-Dial Corporation, a Fortune 50 company, and its worldwide subsidiaries. John also served as in-house senior counsel to Greyhound Leasing & Financial Corporation. He also served as in-house tax and regulatory counsel at New York Life Insurance Company in New York City.  Prior to that, John was associate counsel at Manhattan Life Insurance Company where he was responsible for the law department’s litigation section.

John Greene also has extensive public service experience including as President of the Arizona State Senate.  John was Chairman of the Arizona State Library and Archives Board, Legislative Council, the Joint Committee on Federal Mandates, the Joint Legislative Tax Committee, and the Joint Legislative Audit Committee and a member of the Senate Rules Committee.  Before becoming Senate President, John Greene was the Ranking Member of the Senate Judiciary Committee and a member of the Senate Commerce, Labor, Insurance and Banking Committee, the Senate Appropriations Committee, the Senate Appropriations Subcommittee on Corrections and the Courts, the Joint Select Committee on Corrections, the Study Committee on Criminal Code Revisions, the Study Committee on Victim’s Rights, the Limited Liability Company Subcommittee, the Living Will, Durable Health Care Powers Subcommittee and the Joint Legislative and Judicial Study Committee on Post Conviction Relief.

John also served as Director of the Arizona Department of Insurance and was a cabinet member under two Arizona governors.  He was a member of the Arizona Film and Television Advisory Board.  He was a member of the National Association of Insurance Commissioners (“NAIC”) where he served as a Board Member of the Journal of Insurance Regulation and on the Special Committees on Banks and Insurance, Blue Cross Blue Shield Plans, and Health Insurance, the Task Force on International Insurance Relations and as chairmen of the NAIC/State Legislative Liaison Committee.  John also served on the Governor's Strategic Partnership for Economic Development, Governor's Regional Airport Advisory Committee, Arizona Military Facilities Study Commission, International Development Authority, and the Governor's Science and Technology Council.  He was the Chairman of the Civil Justice Task Force of the American Legislative Exchange Council, a member of the National Conference of Insurance Legislators and a Board Member of the Senate President’s Forum.

John Greene received the Arizona State Bar Foundation’s highest Pro Bono Award for his work with the Phoenix Indian Center. The inscription on the award reads: “. . . for extraordinary contributions by an Arizona attorney in making legal services available to persons who could not afford them . . .”

John also received the 1992 American Legislative Exchange Council’s Outstanding Legislator Award.
