Rep. Frank E. Jordan resigned February 19, 1944 and he was replaced by Owen A. Kane as Representative for Maricopa District 2 who took the oath of office February 21, 1944 (Journal of the House of Representatives 16th Legislature, 1st Special Session, 1944, pp. 37-38, 41).
The following is from the Legislative death resolution:
On October 15, 1974, at the age of ninety-three, the Honorable Owen A. Kane, a four-term member of the Arizona House of Representatives, passed away in Phoenix, Arizona.
Mr. Kane, a real estate and insurance executive, was born in La Rue, Ohio, on May 23, 1881. He moved to Phoenix in 1911.
In Ohio and New Mexico he was a railroad telegrapher and dispatcher. He taught night classes in telegraphy at Phoenix Union High School sixteen years. He was agent cashier for the Occidental Life Insurance Company. He retired from the insurance and real estate business in 1963.
He was chief criminal deputy under Sheriff Jerry Sullivan in Maricopa County.
Mr. Kane's first elected position was that of justice of peace in the Indian pueblo of Luguna in New Mexico.
He served in the Arizona House of Representatives in the Sixteenth, Seventeenth, Twentieth and Twenty-first Legislatures, completing his last term in 1954.
He distinguished himself as a member of several House standing committees including Education, Labor, Banking, Insurance and Corporations, Health, Welfare and Corrections, and Capitol Buildings and Grounds.
He was a member of the Knights of Columbus and Elk lodges since 1902.
