Biographical Information

Rep. David Kret died May 10, 1979 and he was replaced by Paul R. Messinger who was elected Representative for District 28 in a Special Election held September 11, 1979.  (Journal of the House of Representatives, 34th Legislature, 2nd Special Session 1979-80, 2nd Regular Session 1980, 3rd, 4th and 5th Special Session 1980, pp. vi, 1-2)  The following is from the Legislative death resolution:

The Honorable David B. Kret passed away at the age of fifty-one on May 10, 1979 in the City of Scottsdale.

Mr. Kret was born June 8, 1927 in Philadelphia, Pennsylvania.  A one time majority leader of the state Senate, Mr. Kret was a fifteen-year member of the Arizona Legislature.

Mr. Kret was founder and president of a management consulting firm and was a member of MENSA, an organization composed of top intellectuals.  He was an active member of Temple Beth Israel in Phoenix.

A registered engineer with training in government and computer-related sciences, Mr. Kret served in the state House of Representatives from 1961 to 1966 and in the state Senate from 1967 to 1974.  He was last elected to the House in 1978.

A recognized authority in school financing, in the early 1970's, Mr. Kret was the author of a comprehensive overhaul of state school financing laws.

Dedicated to education, Mr. Kret recently earned a doctorate in educational administration at Arizona State University.  In January 1978, he won the Gene Flannigan Award of the American Educational Finance Association for his doctoral dissertation titled "Finance and Governance of Special Education in Arizona".

In his fifteen years of legislative service, Mr. Kret served ably and competently on several committees.  In various legislative sessions he was chairman or vice chairman of Senate committees including Commerce and Industry, Labor and Management, Rules and Finance and Revenue.  As a member of the Arizona House of Representatives he served on several standing committees and was Vice Chairman of the Boards and Commissions Committee.  At the time of his death he was serving on the Education, Health, Human Resources, Transportation, and Professions, Occupations and Tourism Committees.
