Rep. Frank McElhaney died December 7, 1985 and he was replaced by Herb Guenther who was appointed December 10, 1985 (per p. iii or December 20, 1985 per p. 783, possibly the date of the oath of office?) as Representative for District 5 and he was seated January 13, 1986 (Journal of the House of Representatives, 37th Legislature, 2nd Regular Session, 1986, pp. iii, 1, 783). The following is from the Legislative death resolution:
The Honorable Frank McElhaney passed away at the age of sixty-nine on December 7, 1985 in the City of Tempe. At the time of his death Mr. McElhaney was serving his fifth term in the Arizona House of Representatives.
He was born in south Phoenix and raised in Cashion where his parents, Randolph H. and Janet [E. (Farmer)] McElhaney, lived and farmed until 1926 when they moved to Wellton.
Mr. McElhaney was engaged in farming in the Wellton area of south central Yuma County for over fifty years and was a longtime leader in his community. He was one of the founders of the Presbyterian Church of Wellton and was elected as one of the first Elders of the Church. He served as a member of the Wellton School Board, was vice-president of the State Farm Bureau, was a member of the State Board of Directors of the Soil Conservation Service and was a National Resource Conservation Supervisor. Mr. McElhaney was President of the State Flying Farmers, a member of the Aircraft Pilots Association, the Arizona and Yuma Boards of Realtors and the Yuma Elks Club. He served for eight years as Justice of the Peace for the Wellton area.
In 1973 Mr. McElhaney was appointed by Governor Williams to represent District 5 in the Arizona House of Representatives and was first elected to serve in 1979.
Known as an extremely conscientious and diligent legislator, he served as a member of the Appropriations, Agriculture, Natural Resources and Energy and Public Institutions Committees.
