The Honorable Horace E. Owens, a former member of the House of Representatives, passed away March 31, 1979 in his home in the City of Phoenix.
Mr. Owens was born in Damascus, Arkansas. He attended Western University and Lincoln University in Missouri. Mr. Owens was a World War II Army veteran and a former Kansas City policeman.
Mr. Owens moved to Arizona in 1962. He was active with counseling and minority job recruiting in youth, community and church groups. In addition, he was involved in publishing the Phoenix Black Dispatch. At the time of his death, Mr. Owens was employed with the United States Department of the Interior.
Mr. Owens was elected to the Arizona House of Representatives to serve in the Thirtieth Legislative Session beginning in 1971. He served with distinction on the Governmental Relations and Municipalities Committees.
